DEFINITION OF A CERTIFIED INDUSTRIAL HYGIENIST
An Industrial Hygienist is a person having a college or university degree(s) in engineering, chemistry, physics, medicine or related biological sciences who by virtue of special studies and training, has acquired competence in industrial hygiene. Such special studies and training must have been sufficient in all of the above cognate sciences to provide the abilities to: (1) recognize the environmental factors and stresses associated with work operations and to understand their effects on humans and their well being; (2) evaluate, on the basis of experience and with the aid of quantitative measurement technic, the magnitude of these stresses in terms of ability to impair human health and well being; and (3) prescribe methods to eliminate, control or reduce such stresses when necessary to alleviate their effects.
A Certified Industrial Hygienist has successfully completed a two day written examination on the rubrics of Industrial Hygiene, practiced in Industrial Hygiene for five years, successfully completed a peer review and all other requirements of the American Board of Industrial Hygienists.
DEFINITION OF A CERTIFIED SAFETY PROFESSIONAL
A Certified Safety Professional is an individual who utilizes the expertise derived from a knowledge of the various sciences and professional experience to create or develop procedures, processes, standards, specifications and systems to achieve an optimal control or reduction of the hazards and exposures which are detrimental to people and/or property by the utilization of analysis, synthesis, investigation, evaluation, research, planning, design and consultation and who has met all of the requirements for professional certification established by the Board of Certified Safety Professionals.
ORIGINAL AND CREATIVE ACCOMPLISHMENTS
Qualified for designation as a Certified Safety Professional and Certified Industrial Hygienist simultaneously. These are related, but divergent fields. Both professional designations have strict education, experience and examination qualifications. He is recognized as a safety expert in the areas of engineering, management and general safety practices, and he is recognized as an expert in occupational health. The area of industrial hygiene is related to the health aspects of the work place.
Developed safety programs for various industries, including corporate policy, employee responsibilities, job descriptions, safety rules, equipment operator training and personal protection equipment use and maintenance training.
Developed the safety organization that is based on the concept that safe operations are an integral part of a management system. It is based on specific duty descriptions for layers of management and employee groups. This has become the model for fixed plant operations throughout California.
Developed seminars for supervisors that improve management skills by involving supervisors in stress situations that are analyzed by the supervisors as a team. These video taped role playing seminars are provided in English and Spanish.
Developed a computerized documentation and report program to efficiently report investigation reports for laboratory work. Asbestos LIMS System.
Deactivated Research Facilities that were significantly contaminated, developed methods that cost effectively recycled and minimized the waste stream. Managed significantly hazardous clean up projects and construction projects involving the mitigation of hazardous materials and the refurbishment of historically significant landmarks.
Developed the baseline safety audit concept during the early 1970's. Conducted Safety & Health baseline audits at manufacturing and production facilities nationally and at overseas sites. Directed and conducted the baseline Industrial Hygiene Audit of all the NASA Jet Propulsion Laboratories at Pasadena.
PRO BONO ACTIVITIES
Cuurently he is a volunteer for “Short Stop” a program sponsored by The Long Beach Bar Association. First time offenders in the Program are required to interview a community member who has achieved success in their profession.
Actively involved with AIHA - AIHA National and Local activities. He organized the fund raising event in 1983 that raised seed money for the continuing education program. Proceeds from the project were donated to the national AIH Foundation. Currently he is the Chair Person for the biological monitoring committee of the AIHA, and he is a committee member of the ASTM Technical committee D22 (Sampling and analysis of atmospheres). He was the Local Section Treasurer American Industrial Hygiene Association - Southern California Section in 1986.
He is a Founding Member California Industrial Hygiene Association
Past Member of the Board of Directors of the American Red Cross. Dan has chaired many committees chiefly in the safety and health area. During the time he was chairman of the Safety committee the first televised CPR program was provided. He has trained several hundred instructors for various Red Cross safety programs.
When he was a union steelworker working his way through college he was instrumental in forming the Harbor Federal Credit Union. It was the credit union authorized by The American Can Co., through an agreement with United Steel Workers and American Can Co.. The local union members formed a Federally Chartered Credit Union. Between classes and his regular work he developed and managed the savings and loan portfolios. Under his management the organization grew. Because of his management, the credit union was able to pay the highest return allowed under federal regulations. The organization qualified for its federal charter under his management and successfully passed annual audits conducted by Federal Examiners.
PROFESSIONAL HISTORY
1984 to Present Dan Napier & Associates -- DNA Industrial Hygiene
Private Practice, Industrial Hygiene, Safety and Environment. DNA Industrial Hygiene is an employee owned scientific organization. Dan founded DNA in 1984. It actively is engaged in the improvement of environment in general and more specifically the work area. In addition to his work at DNA he is involved in the following: Advises a wide range of clients in regards to their employee health and safety programs. Directs Sub-Contractors or General Contractors during the mitigation of various environmental issues, advises and directs environmental assessors. He conducts surveys for industrial hygiene issues, general safety, machine guarding, occupational health safety and employee/management safety systems. He provides accident investigation services. He conducts baseline studies for environmental and safety and health issues. Mr. Napier represents organizations and works closely with the employers legal representatives during OSHA, Cal-OSHA, AQMD, APCD, EPA and Local Environmental Agency compliance hearings. Dan manages hazardous materials (asbestos, lead, mold, etc) removal projects for clients. He provides environmental safety consultation services. He manages environmental clean up projects, designs and installs pollution control equipment. He teaches course work that he wrote for workers and managers involved in asbestos and lead mitigation. DNA Industrial Hygiene (1A General Contractor) has managed the removal of countless underground storage tanks, demobilized aerospace defense plants and managed extremely complex environmental issues. Dan is the qualifier and sole owner of DNA Industrial Hygiene a California State licensed 1A hazardous materials general contractor. Evaluates residential and industrial properties for chemical hazards, physical hazards, and other exposures.
